Windows must meet the following minimum standards

Both the U- Factor and Solar Heat Gain Coefficient (SHGC) must be
A U-Factor of less than or equal to 0.30 and
A Solar Heat Gain Coefficient (SHGC) of less than or equal to 0.30.

The credit is combined over 2009 and 2010 for eligible and qualifying products purchased and installed from January 1, 2009 through December 31, 2010.

A licensed contractor pays taxes and has insurance that will protect you and them if something stops or complicates the job, dealing with unlicensed and uninsured contractors can turn your world into a nightmare if anyone is ever hurt on the job, or if you ever have to file a warranty claim.
